Panhandle Mayor
McNeill dies
By KAY LEDBETTER
kledbetter@amarillonet.com
The Amarillo Globe-News
PANHANDLE - The community of Panhandle and the cattle
feeding industry mourned the loss of a longtime leader
Wednesday.
Les McNeill, 61, mayor of Panhandle and a past Texas
Cattle Feeders Association president, died in Amarillo
after a two-year battle with cancer.
"He was just an exceptional person," said Burt
Rutherford, TCFA communications director. "Les was
very involved, not only as a great leader in the cattle
industry, but he was very civic-minded and a tremendous
leader in the community of Panhandle."
Panhandle City Manager Loren Brand said McNeill continued
to function as mayor for Panhandle until his death,
missing only a few council meetings during his fight
against cancer.
"It's hard," Brand said. "He was a friend
of mine a long time before he was my boss. The community
is losing a powerful asset."
McNeill served on the city council from 1976-1981 and was
elected mayor from 1981 to 1990 and again from 1994 to
the present.
"I attribute a majority of the progress that
Panhandle has made over the last several decades to Les
and people like Les who have worked toward it,"
Brand said.
He said renovation programs such as the Main Street
Project, the new $2 million wastewater treatment plant,
the updating and equipping of emergency services,
including the fire, police and ambulance departments, all
happened under McNeill's leadership.
"But it's harder to lose a friend than it is to lose
a mayor," he said.
McNeill was chairman of the building committee when First
Baptist Church burned in 1997. He was past president of
Panhandle Regional Planning Commission, past president of
the Panhandle Rotary Club and past president of the
Panhandle Chamber of Commerce.
NcNeill also provided leadership to TCFA in many areas
over the years, Rutherford said, as chairman of several
committees and as president in 1994.
In addition to TCFA, McNeill served the cattle-feeding
industry as chairman of the Cattlemen's Beef Promotion
and Research Board, which oversees the national beef
checkoff, in 2000, and for several years as a director of
the National Cattlemen's Beef Association.
A native of Corpus Christi, McNeill was a graduate of
Texas A&I University with a bachelor's degree in
animal husbandry. He was decorated for service as an
officer in the U.S. Army in Vietnam and had been co-owner
and manager of Carson County Feedyards since 1973.
Funeral services will be at 4 p.m. Friday at First
Baptist Church of Panhandle with arrangements by
Minton-Chatwell Funeral Home. Burial will follow at
Panhandle Cemetery.
McNeill is survived by his wife, Anne; three daughters,
Megann, Sarah and Allison; one son, Lane; and two
grandsons.
Brand said Panhandle has a mayor pro-tem, Dan Looten, who
has presided at the meetings in McNeill's absence.
